Spies can be used for lots of things. A good idea is to send your scientific spies to the New Orions. Also when you are at war with an enemy insert your military and social spies into your enemy, they will go around terrorising the general public and destroying enemy ships.

If you are in the Orion senate and some other civilisation has more vote points than you send your political and diplomatic spies in.
